A suspect of being malicious, either a Member or Senator, can be Quarantined by the Deputy Marshal.
The quarantine period is defined upon deployment and can be changed only through proposal.
Quarantine Members can't propose nor vote and the proposals already made by him cannot be executed.
After the quarantine period the Member/Senator is free to act in the Senate.
If after investigation the Member/Senator is found guilty, a Ban proposal can be submitted to the DAO.
After the approval and execution of the Ban, the Member/Senator wont be able to interact with the DAO anymore.
If the senator owns a token from a banned member, he will need to get ride of it to keep participating in the DAO.
